Water Utilities recently announced that customers owe P1.6 billion in unpaid bill. That is a massive amount, and yes, customers should pay for the water they actually consume.
But we need to ask an important question: How much of that P1.6 billion is for water actually used, and how much is linked to leaks and excessive billing caused by water that customers never intended to consume?

Water Utilities sends meter readers to households every month. So why not use that system more effectively? If a household requests a specific amount of water, the supply should be managed accordingly rather than allowing excess water to flow and potentially become a huge bill when there is a leak.
This could help prevent customers from being hit with massive bills caused by leaks that they may only discover or report much later.
We also need a proper leak reporting and tracking system or app where customers can report leaks, receive a reference number, and track the progress of their complain including how long it takes for Water Utilities to respond and fix the problem.
Too many people report leaks, spend time on the call centre, get told that technicians will come, and then wait weeks or even months without anyone showing up. Meanwhile, the meter keeps running and the bill keeps increasing.
If Water Utilities wants customers to take responsibility for their bills, then Water Utilities must also take responsibility for fixing reported leaks and improving communication.
We need transparency, accountability and a system that prevents customers from being charged for water they didn't knowingly use.
P1.6 billion is a serious figure. Let's understand exactly where that debt comes from and hold everyone responsible where responsibility lies.💧🇧🇼
