Developed by , United Nations Commission on International Trade Law - UNCITRAL and United Nations ESCAP, this new global tool tracks progress towards ratification of the UN Convention on Negotiable Cargo Documents, helping drive more transparent and interoperable paperless trade.

Hosted alongside the MLETR Tracker, it provides governments, businesses and international organisations with a clear view of global progress and supports the wider adoption of digital trade.

Early momentum is building, with 28 economies engaged so far, including 8 in Asia and 7 in Africa.

The latest ICC Open Market Index provides a snapshot of how open G7 economies are to trade in practice.

Canada shows the most balanced profile, while the United States exhibits the widest divergence across components.

The findings underline an important point: maintaining openness is not enough if businesses face increasing uncertainty.

Trade policy volatility continues to be one of the biggest drags on openness across the Index.

Co-developed with the Global Anti-Scam Alliance, our new framework moves the conversation beyond the problem and focuses on practical action.

Built on input from across the ecosystem, it sets out principles and best practices to help platforms, agencies and policymakers strengthen scam prevention efforts through stronger safeguards, greater transparency and closer collaboration.

No single organisation can tackle this challenge alone. Strengthening trust in the digital marketplace will require collective action and shared responsibility.

How open are G7 economies in practice? 🤔

The ICC Open Market Index 2026 assesses openness across goods, services, investment, digital trade and policy stability.

The findings suggest that while the G7 remains broadly open on paper, the experience for businesses is becoming increasingly uneven.

Digital services remain a clear strength and FDI frameworks are largely aligned. At the same time, rising policy volatility is weighing on overall performance.

The Index also reveals notable differences across the G7. Canada shows the most balanced profile, while the United States exhibits the widest divergence across components.

If governments want to strengthen economic openness, improving policy predictability is one of the most immediate actions they can take.
