C rating EPCs by 2030. Under the UK Government's Warm Homes Plan, all private rented sector properties in England and Wales must achieve an EPC rating of C or equivalent by October the 1st 2030. The previous phased 2028 deadline for new tenancies has been dropped for a single, universal 2030 deadline. Here are the key details and compliance requirements. If your property currently holds a valid EPC C or higher obtained before October 1, 2029, it remains compliant until that certificate expires (certificates are valid for 10 years). A new assessment system, Home Energy Model (HEM) is replacing the old system RdSAP. The new standard relies on specific metrics such as Fabric Performance, Heating System, and Smart Readiness. Landlords are legally required to spend up to £10,000 per property on energy efficiency measures. For properties valued under £100,000, this cap drops to 10% of the property's value. If the property still cannot reach a C rating after spending up to the cost cap, landlords can register a cost-cap exemption on the PRS Exemptions Register. Other valid exemptions include third-party consent refusal or if improvements would materially harm the property.
