SEASONAL RAINFALL PREDICTION FOR 2024 OUT

By Modou Kanteh

The Department of Water Resources under the Ministry of Fisheries, Water Resources and National Assembly Matters has released the 2024 annual rainfall prediction in the Gambia.
According to official statement from the department, the predicted rainfall amount over the country is very likely to be above average. This prediction is from July-August-September (JAS), when approximately 80 per cent of the total rainfall occurs in The Gambia. It is expected that the western sector of the country is very likely to receive more rain than the rest of the country.
The Department of Water Resources (DWR) produces the Seasonal Rainfall Prediction (SRP) annually. This is in line with the department’s statutory responsibility to advise the Government and people of The Gambia on all aspects of weather and climate. The seasonal forecast was produced by using state-of-the-art forecasting tools, farming practices and contemporary scientific knowledge. This information is relevant for policy formulation, planning and decision making by stakeholders, and individuals in both private and public sectors
Officials from the department have indicated that the rainfall is expected to start from Upper River Region and end up in the Greater Banjul Area. The predicted date for the rainfall is from 9-15 June 2024 over the eastern and central sectors of the country and likely to be delayed to 20th June 2024 over the western sector of the country. The rainfall cessation is predicted to be around end of October.
As at now, the above forecast is based on the best estimate of the impact of the various factors affecting rainfall in the country. The department would be updating the public on a monthly basis starting from the end of June 2024.

A forecast is just a set of probabilities attached to a set of future events. In order to understand a forecast, all one needs to do is to interpret those bits of information.
The 2024 seasonal forecast, while predicting generally favourable characteristics, may also have negative implications alongside or instead of the more expected positive ones. Indeed, in areas where above-average rainfall totals, early season onset dates, above-average to average runoffs and short dry spells are expected, it is not excluded to observe inconvenient situations that can, for example, be linked to excess humidity, rapid filling of low-pressure areas and overflowing of rivers, the rise of groundwater, the poor preparation of the agricultural season and transhumance movements, the impassability of roads, the difficulties of travel and access to areas of vital, economic and health interests.

The likely risks related to the expected characteristics of the 2024 rainy season can be many and varied depending on the area. The wet nature of the season portends significant risks of flooding, submersion and therefore reduction of arable land, destruction of infrastructure (homes, roads, markets and schools, etc.), loss of crops and fodder, drowning of livestock and human beings, proliferation of germs of waterborne and diarrheal diseases (cholera, malaria, schistosomiasis etc.), crop pest outbreaks, water pollution, restriction of movement of people and animals, soil water erosion, silting up of watercourses, w**d outbreaks, post-harvest losses, loss of human and animal lives, etc.

Manduar's "Koto Balli forest" has been a vital part of our village for many years. This forest, documented since 1991 to 2005 and signed by the authorities with detailed maps of all its areas, has served as a crucial resource for our community. However, recent events have brought to light a concerning issue - the illegal sale of over 300 plots of land within the forest. It has come to our attention that individuals, including the village "alkalo" and Seedou Dem of Marakissa, have been involved in these unauthorized land transactions. This section aims to shed light on these activities and call for action to protect our forest.

The unchecked sale of land in the Koto Balli forest has led to widespread destruction. People have begun building houses, planting gardens, and cutting down trees in the forest. Additionally, there have been reports of fires set intentionally, resulting in the burning of trees that we have painstakingly transplanted over the years.

To address these issues, our community has been proactive. We conduct weekly site visits to monitor activities in the forest. Whenever we witness any actions that could lead to the destruction of the forest, we immediately contact the police and have the individuals responsible arrested. This has been our practice for over three weeks now.

However, on the 6th of April, 2024, when the community returned to the forest for their regular visit, they were met with a surprise. Workers sent by the land buyers had called the police, who arrived with three officers and arrested members of the community. Despite the community’s innocence, they were detained, gave their statements, and were charged by the police. This incident highlights the challenges we face in protecting our forest and the urgent need for action to address the illegal activities taking place.
The complainant for Mandua r were arrested have not been granted bail and have been detained at the police custody at Banjulnding Police Station. Among those arrested are Banucarr A Sowe, Sambujang Conteh, Musa M Jallow, Lamin Makalo, Samba Jaiteh, and Habib Lamin Bojang. These individuals, who were actively involved in protecting our forest, have now been detained,

Adding to the distress, the police have leveled additional charges against them, accusing them of impersonation. This turn of events has caused outrage and confusion within our community, as those arrested were merely fulfilling their duty to safeguard our forest and prevent illegal activities. This section aims to bring attention to the unjust treatment of these individuals and the need for fair and transparent proceedings in this matter.
Despite our continuous efforts to report these issues, there has been a noticeable lack of action from the police. It is evident that some high-ranking police officers have been bribed and have acquired numerous plots of land in the Koto Balli forest. This corruption has hindered the proper investigation and resolution of the illegal activities taking place in the forest.

Instead of addressing our concerns, the authorities have resorted to intimidation tactics, dismissing our reports and not taking the case seriously. This situation has left our community feeling helpless and frustrated.

Despite these challenges, our community remains committed to resolving this matter lawfully. However, the lack of justice and accountability within the police force is a significant obstacle. This is a recurring issue faced by citizens, where authorities fail to fulfill their responsibilities, leading to negative outcomes and a loss of trust in the system.
