Some people seem unsure of what is required to repaint windows.
First is to do any repairs of rotting wood, then to get rid of all or as much as possible old paint bringing the window back to bare or near bare wood. This can entail removing multiple layers of different colours and paints from decades of painting.
Depending on the condition of the wood exposed it may be necessary to use fill in old cracks and gouges etc. If this is not done you wont end up with a smooth finish.
Remove any loose and cracked putty and redo.
Caulk all gaps and joints. Paint undercoat and sand to a smooth finish between coats. Then you're ready for topcoat.
All this takes time and effort as its a job you dont want to have to do again for a number of years.
Anyone who is under the misapprehension that its a quick sand followed by a paint over and done in a day is not someone you want to paint for you.
Hope this helps.
