Maraming project ang nauuwi sa budget overrun o talagang nabibitin at di natatapos hindi dahil sa maling estimate kundi dahil may mga cost items na hindi naisama sa kontrata.

Kung ikaw ay contractor, owner, o nagpaplanong magpatayo, mahalagang malinaw ito bago pumirma.

1. PERMITS AT GOVERNMENT FEES

Hindi lang building permit ang babayaran. Maaaring may hiwalay na bayad para sa:

Barangay clearance
Excavation permit
Occupancy permit
Fire safety inspection fee

Madalas inaakalang kasama na ito sa contract price pero hindi pala.

2. TEMPORARY UTILITIES

Habang ongoing ang project, may mga gastusin tulad ng:

Temporary electrical connection
Rented Barracks or staging area kung masikip ang site
Temporary water supply
Generator rental

Kung walang malinaw na nakalagay sa kontrata, maaaring hindi ito kasama sa agreed price. BULAGAAN NA!!!

3. MOBILIZATION AT DEMOBILIZATION

Kasama dito ang:

Delivery ng equipment
Setup ng barracks at temporary facilities
Final site clearing at hauling ng debris

Hindi ito laging naka-breakdown pero may malaking epekto sa total cost.

4. SITE SECURITY AT SAFETY

Kasama ang:

Safety officer
Personal protective equipment ng workers
Safety signage
Security personnel

Ang compliance sa safety standards ay may katumbas na gastos.

5. SOIL TESTING AT PROFESSIONAL FEES

Maaaring hindi kasama ang:

Soil investigation
Structural design revisions
As-built plans
Consultant at professional fees

Kapag may pagbabago sa design o scope, may kaakibat itong dagdag na bayad.

6. PRICE ESCALATION NG MATERIALS

Ang presyo ng cement, steel, at fuel ay pabago-bago. Kung walang escalation clause sa kontrata, maaaring magkaroon ng hindi inaasahang dagdag gastos.

7. CHANGE ORDERS

Isa ito sa pinaka-karaniwang dahilan ng additional cost. Kapag may:

Additional works
Design changes
Upgrade ng materials

Automatic itong may katumbas na dagdag bayad.

PRO TIP

Bago pumirma ng kontrata, itanong:

Ano ang hindi kasama sa presyo?
Ano ang posibleng additional charges?
May escalation clause ba?
Paano ang proseso ng change orders?

Sa construction, hindi lang tibay ng pundasyon ang mahalaga kundi pati linaw ng kontrata. Mas mabuting malinaw ang lahat sa simula kaysa magkaroon ng problema sa huli.

Sa kabilang banda, may mga trabaho rin na malayo ang cost ng materials sa labor, tulad ng pagbubuhos ng concrete (casting). Dito, mataas ang material cost dahil sa semento, graba, buhangin, at bakal, samantalang mababa lang ang labor percentage dahil mabilis ang proseso at mas machine-assisted.

OPEN LETTER TO THE PUBLIC

The United Architects of the Philippines (UAP), the duly accredited professional organization of architects representing more than 65,000 registered and licensed Filipino architects, strongly denounces the persistent misuse of the word โ€œarchitectโ€ by the media and public commentators when describing masterminds of plunder, corruption, crime, or other negative acts.

Recent headlines and articles โ€” such as referring to a government official as an โ€œarchitect of plunderโ€ โ€” reflect a long-standing trend of equating the word โ€œarchitectโ€ with the mastermind of wrongdoings. This is not only misleading but gravely unjust to a profession that has, for centuries, been dedicated to the highest ideals of public service, safety, progress, and nation building.

An Architect, as defined under Republic Act No. 9266 or The Architecture Act of 2004, is a person professionally and academically qualified, registered, and licensed under the law, with the authority to practice architecture and responsible for the planning, design, construction, enlargement, conservation, renovation, remodeling, or alteration of buildings and the environment for human habitation.

An Architect is therefore a duly recognized steward of the built environment โ€” one who upholds the principles of safety, sustainability, functionality, creativity, and social responsibility in shaping communities and advancing the quality of life of the Filipino people.

Words matter. When the media uses โ€œarchitectโ€ as a synonym for โ€œmastermind of crime,โ€ it corrodes public perception of the profession, trivializes years of education, licensure, and ethical responsibility, and undermines the trust that architects have worked hard to earn from the Filipino people.

We therefore urge all members of the press โ€” in print, broadcast, and social media โ€” to exercise discernment and precision in language. There are more accurate words available: โ€œmastermind,โ€ โ€œperpetrator,โ€ or โ€œbrains behind corruption.โ€ To misuse โ€œarchitectโ€ is an affront to an entire professional community.

The United Architects of the Philippines calls on government agencies, private institutions, and media outlets to respect and preserve the dignity of the profession by refraining from such misapplications of the term.

The Filipino people deserve truth in reporting, and truth begins with words used responsibly. Let us not diminish a profession dedicated to building, by mislabeling it with those who destroy.

On behalf of the 65,000 registered and licensed architects of the Philippines, we categorically oppose and condemn the continued misuse of the word โ€œarchitectโ€ in negative contexts.
