A master plan can look organised on paper and still create problems once people start using it.
Good master planning is not simply about dividing land into plots and connecting them with roads. It is about deciding how the different parts of a development will work together.
Where should people live?
Where should they shop?
How far should residents travel for daily needs?
Where should schools, parks and community facilities be located?
How should vehicles and pedestrians move?
Which areas should remain flexible as the development grows?
These decisions affect land efficiency, infrastructure cost, accessibility, property value and the daily experience of residents.
A road network may connect every plot, but that does not necessarily mean the community works well.
The stronger approach is to plan the relationship between land use, movement, services, public space and infrastructure before individual buildings are designed.
