Bill 245: (M.Wille) Amends Chapter 14, Hawai‘i County Code, by adding a new article to decrease public exposure to toxic herbicides.
This bill would limit the use of toxic herbicides on County owned or maintained areas after July 1, 2019, providing a reasonable time period in which the county can determine viable substitutes to the current massive use of round-up and other toxic herbicides –such as alternative ground covers, more manual removal, decreased application generally, to more ecofriendly sprays where necessary. Without a deadline- there will not be progress in this important area. The bill would allow certain exemptions, subject to reasonable notification to the public. M.Wille will be proposing an amendment to Bill 245 that will prohibit the use of all herbicides with a toxicity signal label and will clarify when an exception is allowed (24 hour advance notice given -such as by signage, a blue dye is applied with the toxic herbicide so that the affected area can be identified by the public, and the area is blocked off until the exempted product dries but for no less than four hours after application).
Bill 248: Amends Chapter 20 of the Hawai‘i County Code, by adding a new article Relating to Disposable Food Packaging and Food Service ware by County Entities, County Food Vendors, and County Facility Users. Subject to certain exceptions this Bill would prohibit the use of polystyrene foam products by the county, county food vendors, and by users of county facilities, and would require the use of recyclable or compostable food packaging products. This bill also includes a substantial educational component. The educational component would begin July 1, 2017, and the prohibition would begin July 1, 2018.
