This property has the lighting on during the day, when it should have been off. Troubleshoot to see what the problem is and found that the photocell was bad. Removed and replaced the photocell, tested by covering the photocell eye to make it dark and lighting comes on, removed cover on photocell light eye to let the daylight into the photocell eye and building lights have shut off.
