YOUR QUESTION: Which one comes first, tool or process?

OUR ANSWER: Some IT organizations spend millions of dollars to purchase service management tools and licenses.
Typically, there is a significant amount of budget allocated to these projects, and many resources are utilized, lots of effort and energy are spent to deploy the tools and maintain them.

However, since the requirement and maturity level is different from one organization to the other, after a while, they realize that these tools have to be customized to fit their organization's needs.

After all the budget is depleted, these organizations realize that they should have implemented the processes and best practices first, then on the top of that, they could purchase the required tools.
Many clients fall into this trap.

Study of success stories and reviewing best practices demonstrate that the clients who established processes first, were able to meet their business goals.
The process addresses an organization’s requirements, and is correlated to the maturity level, or even constraints of an organization; for example, one might not be able to change the organizational structure in the upcoming few months.
