Quality painting is more than just smearing color on a wall. Without proper prep work the finish product will only be as good as the efforts put into it . found walls today on a project that had oil paint on top of latex without any primer between . we could literally pull the paint off in sheets ... The walls look to have 7 different colors of paint , oil latex , even an epoxy in some rooms .
