Revisiting the NCC
I have recently spoken with tradies that are waterproofing under and over the screed. I had a puddle fl**ge manufacturer call and said his puddle fl**ges were made to accommodate the “over and under” system. When the NCC first came out I read a lot, watched many videos and attended an information seminar.

The consensus of opinion was that the NCC stated you could waterproof under or over the screed, not both. After revisiting the question of “over or under” I am finding conflicting information. If you simply google the question, 4 out of 5 times Google AI stated that it was one or the other and quoted the relevant paragraph in the NCC. The fifth time I tried it the AI answer was the same, however, it added that there were exceptions, although it did not reference which part of the NCC was relevant.

After a bit more research I found an old video “Under vs. Over Screed Waterproofing: Considerations and Solutions 2023” featuring David Previte - Waterproofing Expert. I think he was of the opinion that you could do either or both. He went on to state the pitfalls of either under or over or both. He had a diagram to show that if you did both and the top membrane failed, the water would be trapped in the screed layer. He also had the bottom membrane on a slope yet elsewhere in the video he seemed to indicate if you waterproofed the original substrate it was a secondary membrane and did not require a fall and only the top membrane was required to be on a fall. I fail to see the point of putting a membrane on a substrate that does not fall towards the drain.

Experience and common sense would tell me that you should apply the membrane above the screed. If you place a screed directly on top of the membrane there is no release area for the membrane to ”float” and stretch. The screed will compress the release area. I have seen very few waterproofers apply closed cell backing rod and tape to the release area before applying the screed over the top, so as to not comprimise the bond breaking. I also have little faith in concreters providing a fall. I have experienced too many failures from concreters. Call the Waterproofing Warehouse for all your waterproofing and concrete repair needs. In the last month we have had 3 customers who came in and asked how to waterproof their blueboard. Blueboard (fiber cement cladding) is designed for render or paint finishes, not tiling or direct waterproofing, and should not be used in wet areas like showers. While moisture-resistant, it is not waterproof.
Ardex produce a simple video that tells you not to apply tiles or a membrane to blueboard. The weight of the of the tiles on a wall can cause the top layer of the blueboard to de-laminate and fall off. Blueboard is made to accept a render or facade textured coating. Changes to standards: Post Inspection
AS 3740:2021 - 4.5.3 Membrane Inspection
A visual inspection shall be conducted prior to any overlaying finish in order to ensure the integrity of the membrane.
Because of the term “Shall” this indicates it is mandatory.
There is also additional testing not mandatory, but a good option. Types of suitable tests included in the standards include:
a) Flood testing
b) Ultrasonic Film Thickness testing
c) Seam Probe testing of sheet membrane joins
Wet film testing should carried out during the application of membranes.

Changes to standards: Falls
Falls to floor wastes
The Housing Provisions have changed to require that surface finishes grade to every drain waste (that is any hole in the floor) in a wet area. Where a floor waste is installed:
(a) the minimum continuous fall of a floor plane to the waste must be 1:80; and
(b) the maximum continuous fall of a floor plane to the waste must be 1:50. (Part 10.2.12 ABCB Housing Provisions)
This applies regardless of whether the floor waste was required to be installed as a requirement of NCC 2022, or if the floor waste was installed voluntarily. Now the membrane must be applied to a surface that has a fall.
This provision helps to eliminate previous problems such as:
Tile delamination or tiles going drummy
Water reaching the screed causing deterioration
Screeds over waterproofing membranes effecting the release area of the bond break
Mold or efflorescence
Early deterioration of the waterproofing membrane system.
Another implication is with an unenclosed shower, waterproofing must extend out 1500 mm from the shower rose. This entire area must have a fall, before the waterproofing is applied.

Changes to standards: Moisture Content
AS3740 4.4.3
The moisture content in the substrate shall be:
a) measured prior to membrane application; and
b) suitable for the particular membrane system to be used.
Excessive moisture can cause:
Re-emulsification of the membrane
Membrane tackiness (affected curing)
Membrane de-lamination
Blistering
Microbial growth under the membrane
Prolonged or prevention of curing
Screeds should be allowed to dry for 7 days and concrete substrates for 28 days.
An acceptable level of moisture in concrete substrates would be 3.5% to 4.5% before applying a liquid membrane.
If unsure of moisture content, an epoxy primer may be used before a compatible membrane is applied. Gripset also make a product suitable for damp substrates called Xpress Primer H2O Plus.

Changes to the standards AS 3740
We have noticed quite a few people who are unaware of the National Construction Code, so we are repeating a brief description of the Code.
As of the 1st of May 2023 the National Construction Code came into effect.
The main implications to our area are:
Extra responsibilities on the waterproofer
Emphasis on greater diligence in waterproof application
Greater scrutiny on application, materials and completed works
Broader scope for waterproofing and new requirements for different areas.
We will cover some of these changes in more detail each week.
Call or visit The Waterproofing Warehouse for advice on all your waterproofing or concrete repair needs.
