Repairs in building industry are often like a crime scene investigation!
A good well trained experienced tradie can tell you exactly how and why things have happened.
Often it is neglect, the wrong products or materials used.
In this case the outdoor alfresco area was most likely painted with interior ceiling flat paint which has no sheen to it though the flat does hide discrepancies in the plaster work.
The sheen not only looks smart but also adds a protective barrier which you will find on exterior eves and bathroom ceiling where moisture is most prevalent.
The scraped areas are where there was most likely no sealer/ binder/ undercoat and the paint had bubbled and had to be scraped/ sanded/ skim coated/ filled and undercoated to get it ready to be painted with the rest of the ceiling.
The staining is due to moisture being sucked into the flat finish paint.
This comes under a lack of preparation and product knowledge.
