The escalating impacts of climate change are becoming increasingly evident and are projected to intensify in the coming years. While climate mitigation remains a broad and essential challenge to limit global temperature rise, the need for climate adaptation has gained prominence as a critical area of focus in urban planning. This shift is aimed at enhancing urban resilience to extreme weather events such as heatwaves, heavy rainfall, and droughts.
In anticipation of a forthcoming Federal Climate Adaptation Act, the Federal Institute for Research on Building, Urban Affairs, and Spatial Development (BBSR) has tasked bauchplan ).(, in collaboration with the University of Kassel, with the development of measurable goals, indicators, and strategies for integrating climate adaptation into urban planning processes.
Through a series of expert workshops, which brought together stakeholders from academia, federal states, associations, federal ministries and their subordinate authorities, as well as municipalities, a comprehensive framework was established. This framework includes clearly defined urban climate adaptation goals and a robust set of indicators designed to evaluate and quantify the success of adaptation measures. Among the most effective indicators identified were climate-active urban green spaces and nature-based water management. The former is evaluated using sub-indicators such as the proportion of green space, accessibility of these areas, proximity to green zones, and the extent of tree canopy coverage.
Despite the development of these quantitative indicators, the inherent complexities of urban development present challenges. Nationwide datasets can be limited in their applicability, necessitating the integration of qualitative assessments at the local level. To ensure the effective implementation of climate adaptation measures, a blanket prohibition on the deterioration of urban conditions is recommended. Additionally, in designated climate rehabilitation zones where spatial prioritization is key, there should be a mandated improvement of conditions to meet the target values set by the indicators.
