Throughout the planning process, Matt at Pure Town Planning worked closely with the design team and specialist consultants to develop a proposal that balanced high-quality contemporary design with the planning policy requirements of BCP Council.

A key consideration was demonstrating that the development would complement the changing character of the area. While Avon Run Close historically featured predominantly bungalow development, the surrounding neighbourhood has evolved considerably in recent years, with a number of larger and more contemporary homes now contributing to the local townscape. The approved scheme reflects this transition, introducing modern architecture while maintaining appropriate spacing, landscaping and residential amenity.

The planning officer’s report concluded that the proposal would not constitute overdevelopment and would have no significant harmful impact on the character and appearance of the area. Importantly, the scheme was also found to provide an acceptable relationship with neighbouring properties, with carefully designed layouts, privacy measures and landscaping ensuring that residential amenity is protected.

The application attracted significant public interest, and the committee process provided an opportunity for all views to be considered in detail. The application was presented to Planning Committee and received a positive recommendation from officers, with Members ultimately resolving to grant planning permission (if only by the narrowest of margins). This outcome represents a significant achievement for our client and demonstrates how carefully considered contemporary architecture can successfully integrate within evolving residential neighbourhoods.

After 7 months of negotiations, consultation, and determination including a planning committee process, Matt is delighted to confirm that planning permission has now been granted for a Variation of Condition application on Alder Road in Poole, transforming a previously approved 10-bedroom HMO scheme into a high-quality 16-bedroom HMO development.The approved plans were designed by

The application sought to amend an extant consent for the demolition of an existing dwelling and er****on of a 10-bedroom HMO, allowing instead for a redesigned and intensified 16-bedroom scheme with associated parking, cycle storage, refuse facilities and landscaping.

The proposal attracted significant local opposition, generating 37 objection letters and ultimately being called into planning committee due to concerns raised regarding parking, traffic and intensity of use. As a result, the application could not be determined under delegated powers and was referred to committee for a full public determination.

At committee, Matt presented a deputation on behalf of the applicant, addressing members directly on the planning merits of the scheme, the technical evidence supporting the proposal, and the clear policy basis for approval. Following debate, members voted by majority in favour of granting planning permission.

Importantly, the planning officer’s report strongly supported the development and concluded that the proposal represented sustainable development in an accessible urban location. The report acknowledged that BCP Council is currently unable to demonstrate a five-year housing land supply, confirming that relevant housing policies are considered out of date. Officers concluded that the scheme would “contribute towards the Council’s housing delivery target” and that “the presumption in favour of sustainable development applies.”

This was a complex and heavily scrutinised application requiring careful navigation of local concerns, housing policy, parking standards and committee procedure. We are extremely pleased to have secured a successful outcome for our client. 🙌🏼👊

The transformation of Bournemouth’s long-vacant Winter Gardens site marks an exciting step in the town centre’s regeneration journey. Formerly occupied by the historic Winter Gardens Hotel, which was demolished in 2003/04, the site has remained undeveloped despite years of redevelopment ambitions. In 2015, planning permission was secured for two 4/5-storey buildings delivering 54 apartments. Although the scheme was implemented in 2017, construction never progressed, leaving the site vacant.

sought to reimagine the project with a fresh contemporary vision, replacing the previously approved Victorian-inspired design with a high-quality modern residential development stunningly designed by Through a Section 73 application, significant design changes were introduced while retaining the benefits of the extant planning permission. This strategy avoided a costly new application process and also benefited from Biodiversity Net Gain (BNG) exemption due to the original approval predating current requirements.

Following collaboration with council officers and minor amendments, the revised proposal gained approval, demonstrating how Section 73 can enable substantial changes while supporting regeneration, new housing delivery, and an improved townscape within Bournemouth.
