Well this does need some further information from you; which boiler you have? How old your property is and how well it is insulated? And whether you have radiators or underfloor heating.

In the UK your indoor thermostat should be set at 18 C to 21 C. This is standards recommended by the World Health Organisation and UK Security Agency for 18C minimum indoor temperature for healthy individuals. For comfort ,the UK likes an average 20C and 21C with vulnerable people perhaps requiring 20C or there about.

Modern condensing boilers run efficiently with flow temperatures between 60c and 70C during colder months. whilst in milder months 50C to 55C keeps the boiler in highly efficient condensing mode which will save on energy bills. An older system or one where the insulation of the property is less, the flow may need to be set between 60C and 65C to enable it to effectively heat the property.

To avoid the higher energy bills, consider further insulation and avoid draught areas of your home 1 letterboxes, door seals, window etc.

Why are my radiators cold at the bottom?

If your radiator is cold at the bottom but warm at the top then it could be suffering from a 'sludge' build up in the system. Over time, rust , limescale and 'sludge' collects at the bottom of the radiator preventing hot water from circulating freely around it and preventing a more even heat.

Is your radiator old? If you can see rust on the outside then there could well be rust on the inside.

It could be an imbalance of your central heating system with water flowing more easily through the system closest to your boiler. the further away a radiator is from the boiler can result in lower flow rates of water and poorer heating in those radiators.
