Hanging these new railings is part of this total decorating project. The obvious ones are for curtains, the less obvious ones are part of what will become a trophy wall where the homeowner will display their medal collection.
While many people would think to hang the new railings after the painting is complete to be the sensible choice, I would like to recommend a better way. You see, drilling the holes for the wall plugs in solid masonry walls makes a bloody big mess. You will require a hammer drill to do this accurately, and even if you are using some sort of dust extraction, there is still a pretty high likelihood of making a mess of the wall. Not to mention, that to create the accurate positioning of multiple items in relation to eachother will necessitate making a few positioning marks on the wall.
My strategy is to put these elements up first. Liberating myself to mark away (pencil only please). Then I do what is here pictured, called a dry fit. Essentially I'm ensuring that all my wall plugs are positioned correctly and that everything is level and looks good. I will then remove the railings, complete my painting and will have a much easier time at installing these back in place at the end of the project.
