Different Local councils (PBT), Different Requirements?

Yes ✅ — different local councils (PBT) do have different requirements for building plan submission.
Even though they all generally follow the Uniform Building By-Laws 1984 (UBBL), each council may add its own extra conditions and guidelines.

1. Forms & Submission Method

Some councils use OSC Online (eSubmission) completely, others still require hardcopy submissions.

Drawing format (A1 / A2), number of sets, and binding style can vary.

2. Additional Documents

Some councils may ask for:

- Appointment letter of Architect/Engineer

- Latest quit rent & assessment tax receipts

- Existing building CF/CCC (if you are doing renovation or extension)

- Infrastructure plans (drainage, road layout)

Some councils require Bomba (Fire Department) form, while others handle it internally.

3. Design Guidelines

Setbacks (distance from boundary) may differ between councils.

Building height limits (number of floors) can be stricter in certain areas.

Parking requirements – the number of parking bays per unit differs by council.

4. Involved Departments

Some councils will require additional approval from:

- JPS (Drainage & Irrigation Department)

- State Water Authority (if near river or retention pond)

- DOE (Department of Environment) for certain project types

Smaller councils might have a simpler review process and faster approval.

5. Processing Time

While OSC officially sets the target at 40–50 working days, in practice:

Some councils approve in as fast as 3–4 weeks.

Others may take 2–3 months (especially if revisions are needed).

Conclusion :

So, while the overall flow (concept → complete drawings → submission → review → approval) is the same,
the specific requirements and supporting documents can vary depending on the local council.

Typically, architects will check the Planning Guidelines and OSC Checklist of that specific council before starting the submission to avoid rejection.

Before constructing any building, a Building Plan must be prepared and approved by the local authority because:

1) Legal Requirement
– Under the Street, Drainage and Building Act 1974 (Act 133), all developments must have approved plans.
– Without approval, the building is considered illegal and may be fined or demolished.

2) Safety Assurance
– Ensures the design, structure, and systems (electrical, mechanical, fire protection) comply with building safety codes.
– Prevents risks such as collapse, fire hazards, and flooding.

3) Compliance with Guidelines
– Ensures construction follows regulations on setbacks, height limits, plot ratio, and land use zoning.

4) Infrastructure Coordination
– Makes sure the building is properly integrated with existing roads, drainage, water supply, electricity, and sewerage systems.

5) Property Value & Legality
– Approved plans allow the building to obtain a CFO/CCC (Certificate of Fitness for Occupation/Certificate of Completion and Compliance).
