Osman said he and co-director Khalid Bouden had prayed weekly at the Fitzroy mosque on Palmer Street for years and dreamt the vision together.

The uncosted proposal aims to reconfigure 66 residential parking spots between Nicholson and Fitzroy streets to widen the footpaths by about 1.5 metres, and remove 16 parking spots along the narrow one-way stretch between Fitzroy and Brunswick streets to make way for a raised, decorated road, where pedestrians would take priority over cars.

The proposal also includes a raised crossing on Brunswick Street into Palmer Street to create the “feel” of a walking mall, and pepper the street with plants and seating areas.
