Freeboard: Protecting Structures from Flood Risks

A 0.5-meter freeboard is required for buildings in flood-prone areas to keep the Finished Floor Line (FFL) above the Highest Floodwater Level (HFL). As mandated by the DPWH Design Guidelines (DGCS) and the NBCP, this elevation ensures safety while also allowing practical use of the space below, such as for parking or storage.

WHAT IS A ‘FREEBOARD”, WHERE/WHY IS IT REQUIRED, HOW IS IT APPLIED, AND HOW CAN IT BE MADE USEFUL?
For dwellings/buildings/habitable structures situated on lots/properties that are in low-lying areas or areas that are frequently flooded/inundated, a FREEBOARD is required to raise the elevation of such dwellings/buildings/habitable structures for the protection and well-being of the occupants.
The 0.5 meter (m) high FREEBOARD is a requirement under the 7-volume 2015 DPWH Design Guidelines, Criteria and Standards (DGCS) promulgated by the DPWH, the most important of which (i.e., for building designers), is its Volume 6, on Buildings and Other Related Structures. The DGCS is effectively a referral code (RC) of the NBCP.
The FREEBOARD is applied after first ascertaining the highest floodwater level (HFL) onsite, specifically referencing the HFL along the road right-of-way (RROW)/street serving as the main access to the lot/property. After applying the FREEBOARD above the HFL, the finished floor line (FFL) of the dwelling/building/habitable structure is established. That 0.5 m FREEBOARD-adjusted FFL, which can then serve as the effective established grade elevation (EGE) can then be used to measure the building height limit (BHL) prescribed under the applicable zoning classification under Rule VII Table 1 of the NBCP 2004 RIRR as the national-level development control/DC (or by extension, under the LGU ZO and its IRR, as the local-level DC).
The building volume created by the combination of the FFL and the 0.5 m high FREEBOARD can serve as an open half-basement that functions as a storage area during dry months or as a carport, only IF there is sufficient height of at least 2.1 m clear.
