🏛 Architecture for Everyone: How BP 344 Promotes Universal Design in the Philippines

Hindi lang dapat maganda ang isang gusali — dapat naa-access ng lahat.

Sa Pilipinas, may batas na nagtataguyod nito: ang Batas Pambansa Blg. 344 o mas kilala bilang Accessibility Law. Layunin nitong tiyakin na ang mga gusali, establisimyento, at pampublikong lugar ay ligtas at maginhawa para sa Persons with Disabilities (PWDs), senior citizens, buntis, at maging sa mga batang kasama ang kanilang magulang.

✨ Ano ang ibig sabihin nito sa totoong buhay?

Isipin mo ang isang gusali na may:

1. Maayos at tamang sukat ng ramps
2. Accessible na toilet and bath
3. Malinaw at tamang taas ng handrails
4. Sapat na lapad ng mga doorways at hallways
5. Maayos na signage para sa lahat

Hindi lang ito compliance. Ito ay pagrespeto sa dignidad ng tao.

🏗 Hindi Lang Batas — Isang Responsibilidad

Ang BP 344 ay hindi hadlang sa design creativity. Sa halip, ito ay hamon sa mga arkitekto na gumawa ng mga espasyong:

1. Inclusive
2. Functional
3. Ligtas
4. Pangmatagalan ang halaga

Ang isang property na sumusunod sa accessibility standards ay:

✔ Mas kaaya-aya sa mas maraming kliyente
✔ Mas may mataas na market value
✔ Mas handa sa future regulations
✔ Mas may malasakit sa komunidad

💡 Universal Design = Smart Investment

Ang inclusive design ay hindi dagdag-gastos — ito ay dagdag-halaga.
Kapag ang isang gusali ay planado para sa lahat, mas tumataas ang reputasyon ng negosyo at mas lumalawak ang target market.

Sa panahon ngayon, ang tunay na magandang arkitektura ay hindi lang tungkol sa aesthetics — ito ay tungkol sa accessibility, equality, at sustainability.

📩 Kung nagpaplano kang magpatayo o mag-renovate ng iyong bahay o commercial space, siguraduhing hindi lang ito maganda — kundi accessible para sa lahat.

Without an architect, you’re taking a risk you might not be ready—or able—to afford.

Hindi lang drawings ang ginagawa ng architect. They design and plan your project, guide you through the permit processing, and make sure your building complies with the National Building Code of the Philippines and other related laws. Hindi lang ito tungkol sa ganda ng itsura—about safety, legality, and long-term value ito.

Maraming building owners ngayon ang nahihirapan magpa-approve ng permits, especially for existing buildings and as-built plans, dahil hindi sila compliant sa building code and regulations. In the end, mas napapamahal pa sa revisions, penalties, at delays.

Marami rin ang nagkakaroon ng constant problems at maintenance issues sa kanilang bahay o building dahil hindi ito maayos na naplano from the start. Akala mo makakatipid ka, pero sa huli, mapapamura ka na lang sa dami ng repairs, corrections, at maintenance.

Why are architects’ design fees and signed-and-sealed charges higher compared to those of other jobs in the Philippines?

In the Philippines, an architect’s professional fee—especially for design and “signed and sealed” plans—is generally higher than that of other professionals because of the level of responsibility, scope of work, and legal accountability involved. Here are the key reasons, explained in a practical way you can also use when talking to clients:

1. Architects carry primary professional liability

Under RA 9266 (The Architecture Act of 2004), architects are the lead and coordinating professionals for buildings.
When an architect signs and seals plans, they become legally responsible for:

a. The overall design concept
b. Building code compliance (NBCP, BP 344, Fire Code, zoning, etc.)
c. Safety, functionality, and habitability of the building

If something goes wrong (permit issues, violations, or accidents related to design), the architect is usually the first professional held accountable.

2. “Signed and sealed” is not just a signature

Clients often think it’s just a stamp—but it represents:

a. Full review and verification of all drawings
b. Professional judgment and risk acceptance
c. Liability that extends years after construction

Unlike some professionals whose responsibility is limited to their discipline, an architect’s seal covers the entire building as a system.

3. Architectural services start from zero

Architects do not simply compute or verify—architects:

a. Conceptualize the project from scratch
b. Translate client needs into buildable, legal, and efficient spaces
c. Balance aesthetics, budget, structure, MEPF coordination, and site conditions

This involves multiple design iterations, revisions, and coordination meetings—most of which are not visible to clients.

4. Architects coordinate all other disciplines

In most projects, the architect:

a. Coordinates with structural, electrical, sanitary, mechanical, and fire protection engineers
b. Ensures all plans are consistent and conflict-free

This coordination role adds responsibility but is often not charged separately, unlike other disciplines.

Architects are exposed to:

b. License suspension or revocation

Because of this, architectural fees factor in:

a. Professional risk
b. Insurance and compliance costs
c. Continuing professional development (CPD) requirements

Other professionals may have more limited and discipline-specific liability, which affects their rates.
