Professor Moiz Amjad correctly observes that this verse, replies to the claims of the unbelievers at the time of revelation that denied the reality of resurrection.
In this context the Quran has euphemistically referred to the male ge***al area as 'between the backbone and the ribs' since it does not want to refer to the organ by name for reasons of purity and also because it was effectively saying 'you are denying God's message when you are just a lowly mortal created from a place not even worth mentioning'.
The picture below shows how a straight external line from the backbone and ribs does cover the male sexual area including the testicles, but also the prostrate, seminal vesicle, and all areas directly or indirectly involved in male fertility.
So, the Quran has not made any scientific error but referred euphemistically to the male ge***al area, from which s***m is poured out.
The Qur'an uses euphemisms like this elsewhere. For instance it refers to the female private areas as 'between their hands and feet' (60:12). In this case it could have just said 'between the thighs' but being the word of the Omniscient Lord, it took the opportunity to draw attention to the wider area that includes all aspects of semen production and ej*******on and which science would later discover.
