【員林地政戶政事務所辦公廳舍】
基地坐落於員林行政核心,與地方稅務局、衛生所、長照中心、活動中心相鄰而立。地政與戶政的加入,讓這片行政聚落更為完整,也讓民眾的日常往返更加從容。
基地一側,八堡水圳緩緩流過。它建於清康熙四十八年,灌溉彰化平原三百餘年,至今仍是城市裡一抹不曾褪色的綠意水岸。去年二水舉辦跑水節的熱鬧,仍在水面上閃爍。(下次一起去跑吧!)
因此在設計概念上,除了整合多個機關的人車動線、地政戶政各別使用機能及需求,我們在西南側的立面策略上,為呼應水圳波光粼粼,採用模矩化浪型沖孔板,作為整體的遮陽系統。浪型如水波層層展開,在日光下閃動,在陰影中呼吸。它不只是立面語彙,更是遮陽外殼,也傳遞水文意象。
透過不同孔徑、不同曲率的分佈模擬,室內環境可至少有效降低熱輻射量達50%,並提供舒適的半戶外梯廳空間。同時基地內外的高程差,以地景設計過渡,沖孔板外透著綠意盎然,創造出融入自然的內外界面。
在這裡,行政不再只是功能的集合,而是一座回應土地記憶、與水與光共同呼吸的日常場域。

【Yuanlin Land Administration & Household Registration Office Building】
The site is located at the administrative core of Yuanlin, adjacent to the local Tax Bureau, Health Center, Long-Term Care Center, and Community Activity Center. With the addition of the Land Administration and Household Registration offices, this administrative cluster becomes more complete, allowing citizens to move through their daily civic routines with greater ease and clarity.
Along one edge of the site, the Babao Irrigation Canal flows gently. Constructed in the 48th year of the Kangxi reign of the Qing Dynasty, it has irrigated the Changhua Plain for over three centuries and remains a vivid green-blue presence within the city today. The lively scenes of last year’s “Running the Water Festival” in Ershui still seem to shimmer across its surface. (Next time, let’s run together.)
In response, the design concept goes beyond coordinating vehicular and pedestrian circulation, as well as addressing the distinct functional requirements of the Land Administration and Household Registration offices. On the southwest façade, we developed an architectural strategy that responds to the canal’s rippling reflections: a modular, wave-form perforated metal screen that serves as the building’s primary solar-shading system. The undulating pattern unfolds like layers of water ripples—glinting under sunlight, breathing softly in shadow. It functions simultaneously as façade expression, environmental envelope, and a carrier of hydrological imagery.
Through simulations of varying perforation sizes and curvatures, the system achieves a reduction of solar heat gain by at least 50%, while also creating a comfortable semi-outdoor stair hall environment. Differences in site elevation are resolved through landscape design, allowing greenery to filter through the perforated screen and form a porous interface between interior and exterior, architecture and nature.
Here, administration is no longer merely a collection of functions, but a daily civic setting that responds to the memory of the land—breathing together with water and light.
