CONTRACT ADMINISTRATION FOUNDATION
Construction Administration is the common term for the Architectβs assistance during construction after permitting. In simple terms, the Architect acts as the ownerβs professional representative to help interpret the documents, evaluate issues as they arise, and help navigate key construction processes so decisions are handled more clearly and fairly. This role is supported by the project rules established in Specification Divisions 00 and 01. Division 00 defines the contractorβs original commitments, including bidding requirements, scope assumptions, pricing, qualifications, substitutions, and other obligations at the start of the project. Division 01 carries that framework into construction by establishing procedures for submittals, contractor questions, coordination, scheduling, protections, closeout, warranties, and other administrative requirements. Together, these sections give the Architect a clearer basis to administer the project consistently and help protect the Client from gaps in scope, poor coordination, and avoidable disputes.
ANSWERING CONTRACTOR QUESTIONS (RFIS)
β’ During construction, RFIs are the contractorβs formal way to flag conflicts, missing information, or field conditions that do not match the project documents.
β’ When that occurs, the contractor is responsible for stopping and asking for direction.
β’ The contractor may have a preferred solutionβand that can be helpful inputβbut it is still important that the Architect review and formally respond. The Architect is the party most familiar with the project documents and overall design intent, and can evaluate whether a proposed fix creates a new problem elsewhere.
β’ The βwhatβ and βwhyβ and basis of design can become unclear later, so the Architectβs role is to provide a clear written overview and directive so the solution is translated into the proper documentation and remains traceable for cost, schedule, and record purposes.
β’ The goal is to reduce delays and disputes by making decisions clear, consistent, and appropriate so work can proceed with confidence.
β’ The owner / contractor may elect to shift this role and responsibility, if they choose not to engage the design team, for a formal review and response, however, the owner takes on significantly more risk. Field decisions may be made without full review of code, coordination, design intent, cost, and schedule, making it harder to confirm whether added costs are justified, whether the issue was already included in the contractorβs scope, or whether new problems are created. The project also loses an important layer, accountability, and control at the exact time when construction decisions can become expensive and difficult to reverse.
CLIENT ADVOCACY / INDEPENDENT OVERSIGHT
β’ Your contractor has a conflict of interest when making recommendations for changes, revisions, payments, and completed work because the contractor has a financial stake in profitability and schedule.
β’ The Architect acts as your representative, advocating for your interests and helping evaluate whether recommendations align with quality standards, code standards, building science standards, and other design intent.
REVIEWING SUBMITTALS AND SHOP DRAWINGS
β’ Contractors submit product data and fabrication drawings for items such as windows, steel, millwork, and equipment.
β’ The Architect reviews them to confirm they generally align with the design intent and the contract documents before fabrication or installation moves too far forward.
SITE VISITS / OBSERVATIONS
β’ The Architect can visit the site periodically to observe progress and general conformance with the project documents.
β’ The Architect does not supervise construction day-to-day, but can help identify items that do not appear to match the documents before they become more difficult or expensive to correct.
QUALITY CONTROL AND COMPLIANCE
β’ Reviewing submittals, shop drawings, and site observations are important quality-control tools used to help determine whether the work appears to meet the standards outlined in the construction documents.
β’ The Architect also helps monitor whether the work appears to remain aligned with applicable building code requirements, regulations, and the intended design approach, which can reduce the risk of corrections, disputes, and compliance issues later.
CHANGE MANAGEMENT
β’ When unknown conditions arise or changes become necessary, the Architect helps define what is changing and why.
β’ The Architect can also review contractor change proposals to help evaluate scope alignment, support the basis for pricing, and identify whether the issue may already be part of the contractorβs original scope or responsibility.
PAY APPLICATION REVIEW
β’ The contractor submits pay applications as work is completed.
β’ The Architect can review those applications against observed progress and the project documents to help determine whether billed work appears to correspond to work in place and whether payment is being requested for work that generally aligns with expected quality and compliance.
PROBLEM-SOLVING DURING CONSTRUCTION
β’ Architects are trained to think critically and creatively, and can help address unforeseen conditions that often arise during construction.
β’ That experience can help the owner evaluate options more carefully and reduce the chance that a quick field decision creates a larger downstream problem.
SUBSTANTIAL COMPLETION / FINAL INSPECTION / PUNCH LIST
β’ Near the end of the project, the Architect can help identify remaining items to finish or correct through a final inspection and punch list process.
β’ The Architect may also assist in determining whether the project, or a specific phase of it, is substantially complete so the owner is better positioned to evaluate final payment, retainage release, and occupancy-related next steps.
Why Itβs Risky to Build Without the Architect Staying Involved
