Perform project management responsibilities in the plan and design of civil engineering projects, which may include roadway, drainage, airport, bridge, water/wastewater and/or traffic projects. This is a regular, full-time, FLSA exempt position, subject to extended work hours, including evenings and weekends.
The following is a list of general responsibilities for the Project Manager. It is understood that these general responsibilities are not inclusive of all the duties that this position requires, but instead, are intended as a general scope of work.
Essential Functions:
• Provides conventional engineering design on diverse projects, ranging from city, state and federal civil engineering projects.
• Uses technical background to assist in the development of design plans and tasks to ensure quality deliverables.
• Develops plans, specifications, and estimates, based on scope of work and direction from the project manager and engineering supervisor.
• Develops and reviews plans and specifications, determines scope of work, evaluates proposals, and makes recommendations for projects. Investigates design and production quality, checks outside consultant work, improves processes, inspects field conditions, and conducts assessments to determine appropriate solutions.
• Performs quantitative analysis to determine construction costs for projects, conducts feasibility studies, and forecasts potential problems.
• Coordinates with other departments, outside consultants, contractors, inspectors and other governmental authorities to ensure project activities area integrated and coordinated, and present concerns regarding current and pending project issues that affect engineering quality, budget and schedule.
• Reviews and prepares engineering design reports and construction plans and specifications to ensure projects meet local, state and federal guidelines and standards
• Develops project scope of work (i.e., tasks and milestones) and project budget to forecast construction schedules and establish design activities to optimize and enhance work deliverables.
• Provides, modifies, reviews, and/or develops engineering plans and solutions.
• Inspects and monitors projects to ensure compliance with design standards, specifications, and contractual agreements.
• Produces and maintains project records for use by client and department.
• Directs and develops engineering drawings from field data, sketches, drawings, raw data, diagrams and verbal/written narrative instructions; performs or directs design calculations for projects.
• Prioritizes projects tasks and assignments; cross-trains with staff; counsels, monitors own individual work and evaluates self-performance; adheres to policies and procedures in compliance with local, state and federal regulations.
• Reviews construction plans for compliance with the local, state, and or federal design standards, codes, and guidelines.
• Directs, performs and prepares technical studies and reports, as needed.
• Directs other engineers and CADD staff in technical work direction.
Minimum Qualifications:
• Must have a four-year college degree in civil engineering or work experience equivalent to.
• Proficient in MS Excel and Word. Detailed knowledge of MicroStation, AutoCAD and/or Geopak Software.
• Must have excellent organizational skills and be able to work well in a team environment.
Knowledge, Skills, and Abilities:
• Able to apply local, state and federal regulations and professional standards which affect construction and maintenance projects and other engineering functions.
• Knowledge of construction practices.
• Ability to conduct studies, research design problems, and apply higher mathematical concepts and methods to make recommendations.
• Ability to communicate effectively both orally and in writing with project teams,
• Design engineering plans for construction and project development.
• Develop and forecast project schedules and budget for construction projects and systems operation.
• Communicate verbally and in writing with technical staff, consultants, contractors, and governmental agencies.
• Provide and review engineering designs and plans and ability to perform engineering analysis.
• Strong oral and written communications skills, including provided technical and non-technical reports.
Licenses and/or Certifications:
• Must be a licensed Professional Engineer.
• Valid driver's license required
