Meet Juliana de Affonseca, a Landscape Designer who has been at Civitas since 2018!

Juliana came to Civitas with a deep and diverse professional history, including an undergraduate degree in international business and previous roles at a global public accounting firm, the US Embassy in Madrid, Spain, and a boutique consulting firm in Berlin, Germany.

During her time as a business advisory consultant in Philadelphia, Juliana met a friend-of-a-friend who was studying landscape architecture at Penn’s School of Design. She was captivated by the profession, and although it took a few years to act on this newfound interest, that meeting planted the seed of possibility. Ultimately, she moved to Fort Collins to pursue a master’s in landscape architecture at Colorado State University.

Today, Juliana is working on projects in both urban and suburban areas. Her focus on design details that excite the senses and create positive change in communities is at the heart of her work. She is committed to projects that serve as catalysts for this change and is passionate about making a meaningful impact in her field.

More than 20 years in the making, Belleview Station reflects the power of long-term vision, thoughtful urban design, and a commitment to creating places built to evolve over time.

Masterplanned by Civitas, this transit-oriented district in Denver was designed to prioritize walkability, connectivity, and an active public realm — weaving together residential, office, hospitality, retail, and open space into a cohesive urban neighborhood.

From wide pedestrian-friendly streets and layered public spaces to adaptable design guidelines that continue shaping the district today, Belleview Station demonstrates how strong urban frameworks can create lasting value for communities for decades to come.

Protecting the Future of an Historic Ocean Icon

For nearly 60 years, the Ocean Beach Pier has served as a gathering place for surfers, anglers, visitors, and the San Diego community. Working alongside the City of San Diego and project partners, Civitas helped envision a new future for the pier — one rooted in resilience, accessibility, placemaking, and a deeper connection to the Pacific.

The proposed design transforms the pier from singular infrastructure into a layered public experience: elevated ocean walks, gathering spaces, fishing areas, panoramic overlooks, and moments designed to celebrate the culture and character of Ocean Beach itself.

Inspired by community input and shaped by the realities of sea level rise and long-term coastal adaptation, the project reflects how civic infrastructure can become both environmental response and social destination.

Transit-oriented development works best when it’s designed at the human scale. Yesterday’s sold-out walking tour of Belleview Station with the Denver Architecture Foundation explored how thoughtful planning, landscape architecture, and mixed-use design can shape more connected, active, and resilient urban neighborhoods.

Together with partners at SAR+ and Front Range Land & Development Co., Civitas helped guide attendees through the evolution of Belleview Station — from its early master planning vision to the growing district it is today, where transit, public space, housing, hospitality, and everyday life intersect along the I-25 corridor.

More than a development, Belleview Station reflects a broader shift in how Denver continues to grow: denser, more walkable, and increasingly connected to regional transit infrastructure.

Meet Merina Irfano! With a long and successful career, Merina has garnered expertise in complex planning projects and brings her warmth, wisdom, and wit to our team!

Growing up in Indonesia, Merina was inspired by her civil engineer father and teacher mother. Initially considering engineering, she found her true passion in architecture, earning her degrees from the Bandung Institute of Technology and the Tokyo Institute of Technology.

Merina’s design approach is people-centric, focusing on how spaces can make life easier and more enjoyable. Her travels to cities worldwide have deeply influenced her understanding of urban planning and architecture. As a mentor, Merina aspires to inspire and support other women in the design and planning industry. She values honesty, direct communication, and is known for being organized, reliable, and witty.

Outside of work, Merina enjoys traveling, hiking, and sports. She was a national athlete in Indonesia and continues to stay active. She also loves cooking traditional Indonesian dishes, like Beef Rendang, and listening to upbeat music.

Engaging a Small Community to Realize a Big Vision: Black Bay Park

This 60-acre hidden gem along the Spokane River in the small town of Post Falls, Idaho, is being transformed into a shared asset for the whole community to access and enjoy.

While many cities are actively working to reconfigure industrialized parts of their towns into parks, Black Bay Park is already a natural oasis. Keeping the integrity of the site’s natural design features was a top priority for not only the team but also for highly engaged members of the community. The design is also motivated by the desire to enhance the arrival experience into the park and provide more amenities ranging from restrooms and trash receptacles to more elaborate play areas, riverfront overlooks, and safe water access, while ensuring the park and the river are easily and comfortably accessible to everyone.
