A lot to unpack here:
Please beware of this business, the owner and his sketchy business practices. To start -Rich with RTA Restoration claims to be a licensed contractor, which is 100% not true and that was confirmed by the West Virginia Department of Labor. We signed a contract on June 28, 2022 (with a 50% deposit paid totaling $1,050) with a start date of November 1st and his wording that follows stated "if completion of any other projects happen sooner and availability opens up, we will be in contact with the client to start sooner but NEVER LATER THAN THE START DATE LISTED ABOVE". We reached out to him two weeks before November 1st to see if we were still on track to start on the 1st. He said he had to double check his schedule. A week later I tried to check back in - no answer. Then on October 31st, he said he was sick. November 1st he came with an employee and left after 5 minutes - no work was completed or even started. I asked when he will be back.. - he said November 2nd (the next day). No one showed up. Then he said early morning November 3rd - no one showed up. So due to him breaching the contract, we asked for our deposit back. The 50% deposit was to cover labor costs for our job of installing insulation in our garage... but he didn't have our money, which confuses me as to how was he even going to pay his employees for work if they actually showed up... Anyways, we told him that he has until December 1st to give us the deposit back, and he said "I will have it to you before December 1st". I said great. Two weeks later, I checked in to see if we were still on track to receive our deposit by the 1st, and his response was "mhmm". (All via text) Come November 30th, I messaged him and he told me he didn't have the money still and that he was waiting to be paid from a job. Now I am a VERY understanding person, but to tell me you would pay me BEFORE the 1st then not hold on to your end of the deal.. and not even have it on the date I told him is what makes things seem very sketchy. Then he proceeded to tell me that per his lawyer he should've charged me additional fees (contract fees apparently). November 3rd, we got all but $30 back. Fast forward to June 17, Rich came up to me at the WV Fest and handed me $30 cash and said “sorry about all that” and walked away. If he hadn’t had run into me that day, I would not have received the $30 or a half ass apology.
This whole situation has taken up a lot of our time that we will never get back. But just because we got our money back, does not mean I will stop advocating for the others that haven't (and there are MANY others). This review is also to people who are looking for work to be done around their homes, and all I can say is stay away from this guy. And looks like he is still doing what he’s doing… 8 months later. What a shame. Extremely disappointing.
Also to add: per the WV Department of Labor, he was given a cease and desist and is not supposed to be working in the state whatsoever. As of today, he is still not licensed as a contractor and we have no proof of him being insured. There’s also been some previous employees speaking out about how Rich has not paid them.
Any positive feedback he has received on Google are from either himself, his girlfriend or friends. They are not factual. They are lies.
