This May/June Boulder got .71 inches of rainfall. The next lowest rainfall May/June in the last 100 years was 1977 where they got over double that amount with 1.59 inches.
Trees in Colorado generally require 2 inches of water over the entire root zone once per month. Unless your tree is completely surrounded by very well irrigated grass it may not be getting the water it needs.
