This is a very typical “diy’er floor”. Has all the keywords like;
Hot tire pick up
Peeling
Uneven broadcast
Light broadcast
No clear coat…
This is the kind of floor you get from a handyman or most painters (not all) and unfortunately quite a few guys who try to pass themselves off as an installers.
We had to do a full and complete removal for this customer.
It’s very unfortunate that they had to pay to remove a floor that hasn’t been down that long but when you go cheap and skip the entire preparation process this is exactly what you’ll get.
So much bad information on google nowadays I can understand where people can be easily mislead.
If you want to know just call a professional and ask, if they can’t readily answer your questions you might want to ask another company.
