Lockdown Outreach Program
“A Community that Builds Together Lives Together”
Lockdown Patrol Inc. has designed the Lockdown Outreach Program (LOP)
to help restructure and improve the quality of life in low‐income areas.
This unique program is designed to help the men, women and families
who reside in these areas by:
1. Bridging the long existing division between minorities and local law
enforcement, restoring healthy relationships that ultimately serve
to protect all of our citizens.
2. Creating valuable training and job opportunities for minorities.
3. Guiding more minorities towards careers in law enforcement and
varied careers in the legal system on federal, state, and local
pathways.
Our Commitment to the Lockdown Outreach Program (LOP) is very
personal. Having grown up in New York City, the officers of Lockdown
Patrol have long observed the harmful divide between law enforcement
and the community. We understand how it feels to be judged, humiliated,
deprived of rights and attacked. As security experts we also understand
the unique challenges that law enforcement officers undertake every day
to protect our citizens and our property. Because of our diverse
perspective, we know what it takes to strike the balance.
Lockdown Patrol understands the needs of the urban community and we
are passionate about using our skills and expertise to help to restore the
vitality and security of our neighborhoods.
We believe that the special difficulties existing in minority communities
create unique opportunities for innovative community programs. Each
year Federal, State and City municipalities give several millions of dollars

to local communities. The ways these monies are used differs depending
on the conditions, makeup and development of each community.
Lockdown Outreach Program (LOP) looks to purposefully channel and
maximize the benefits gained from these funds; making important
contributions toward the economic growth and vitality within these
communities while fostering a spirit of autonomy and ownership.
HOW LOCKDOWN OUTREACH PROGRAM WORKS
Our recipe is simple, yet must be executed by a seasoned hand.
Goal 1: Bridging the Gap
With over twenty (20) years of law enforcement experience between us,
we have developed a careful system to teach young men and women in
urban areas how to effectively engage with law enforcement officials. We
teach how to discuss issues with officers, ask questions and give answers
for positive outcomes. In our effective classroom trainings, we place
individuals in simulated incidents and teach them how to appropriately
understand the behaviors and feelings on both sides of a given situation.
We give them insight into how and why people react to crises in the ways
they do, and we give them the tools necessary to best handle any situation
they may encounter.
Goal 2: Creating Job Opportunities
We know that proper training and education that leads to credentials and
certifications is the most valuable asset for any individual. We train
constituents in New York State (8) hour (16) hour and some (47) hour
security guard classes. This training prepares our officers in the most
effective methods of handling security and safety concerns and incidents
within our legal framework. After becoming State certified, individuals are
placed in jobs within their community. After taking these courses,

individuals will be certified security guards with the opportunity to make a
stable income.
Goal 3: Continuing Education
While working in the field, individuals are exposed to lectures from varied
law enforcement leaders—from security companies to federal law
enforcement agencies. Our workers are carefully coached while being given
the opportunity to take civil service tests and exams. Promising individuals
are further encouraged towards seeking higher education in criminal
and/or legal studies and law enforcement. We encourage individuals to
utilize the benefits of their training and new skills acquired to continue to
improve the local community, which has supported their training,
employment and advancement.
COMMUNITY BENEFITS
We at Lockdown Patrol Inc. firmly believe, “A community that builds
together lives together.” and we operate our company with this principle in
mind.
Job Placement:
As a big part of our community benefits program, Lockdown Patrol
Security’s staff provides job training and placement for members of the
neighborhood and community individuals that are less fortunate.
Targeted Training:
Community personnel are provided with a criminal background check and
then given New York State Security classes through our New York State

Certified School in which constituents are given 8‐hour training classes and
16‐hour on‐the‐job training and class courses. In conjunction with
Homeland Safety, constituents are given OSHA 10‐hour Classes and Fire
Watch Preparation. Constituents that cannot pass a Criminal Background
check are excluded from the security classes, but can participate in The Fire
Watch Program as a Fire Safety guard and 10‐hour OSHA, which is NYS
mandatory for all construction personnel. Community‐based individuals
with construction experience can participate with P.P.E.E. Construction in
which they participate in several OSHA classes, pre‐qualifying them for
positions as Site Managers and Fire Safety Officers and can register with the
New York City Department of Buildings Department.
Lockdown Patrol Inc. recruits from communities where projects are
located. Individuals are first placed on jobs located in their communities.
These constituents are recruited largely from the Department of Labor,
Public Assistance and community‐based organizations.
Career Advancement:
Unfortunately, most training programs dissolve when on‐the‐job training
programs, or the initial job is completed. However, our constituents are
given New York State Certifications, which enable them to apply for
statewide jobs many years afterwards. Many constituents are given
opportunities and preliminary trainings to pursue careers in law
enforcement and criminal justice. Most of our staff and trainers are former
law enforcement officers that provide mentorship for younger constituents
while guiding them into more challenging careers.
Benefiting Clients:
One of the greatest benefits that all clients will purchase when hiring
Lockdown Patrol Inc. is a ready and active community benefits agreement,

which is helpful in companies’ bidding and stimulates funding programs for
both State and Federal demographics. This alleviates known problems with
the bidding processes and interviews.
Community Building and Development:
Lockdown Patrol Inc. also works with community‐based organizations in the
development and training for both union and non‐union constituents. This
is accomplished by inviting representatives to project meetings to act as
liaisons working with project development.
At Lockdown Patrol Inc. we love having the opportunity to employ our
community’s citizens while educating, training and exposing their minds
to new skills and disciplines. We can’t guarantee the future of these
minds, but we can provide solid opportunities and open new doors to
individuals who previously lacked the know‐how, resources or the
confidence to succeed.
