Thanks to our County Commissioners, Mr. Higgins and Ms. Concepcion, local contractors did not have the ability to bid on this work because of the faulty Responsible Contractors Ordinance (RCO)

The RCO was passed in spite of resounding opposition from local contractors. The ordinance claims to ensure "safety" and "value" but does not have any metric to measure safety, and effectively eliminates most competition by requiring that 70% of your workforce must have completed a bonafide (4 year) apprenticeship program.

Other counties in PA who passed a similar ordinance, are repealing all or parts of their ordinances because there is little or no competition. I'm confused how this supposedly saves taxpayer dollars.

This RCO was a gift to the unions who donated handsomely to said commissioners. Aren't those in public service supposed to help their constituents? Explain to me how that works when the job goes to the only union contractors in Centre County, and two other firms outside of Centre County.

After more than two years of study and planning, Centre County government is getting ready to start work on a major overhaul of the former Centre Crest
