This is a T and P valve. Other words known as a temperature and pressure valve. This goes in the side of the water heater. for yours and others safety. Don’t ever put a plug to block this valve off. This is extremely dangerous. If it is leaking, you replace it. Do not block it off. just friendly neighborhood, plumber man dropping a friendly tip
