Oil Boiler Ban: Positive news for off-grid households

Having reported in August that MPs were lobbying the Government to drop the oil boiler ban in 2026, it appears the calls were listened to and it’s good news for those on heating oil.

Today, Prime Minister Rishi Sunak announced the Government’s plans to delay the ban on oil boilers to 2035, a 9-year extension on the original plans. Households won't need to make the switch until they're replacing their boiler after 2035, with some households being completely exempt. As soon as more details are released we will update you.

Originally, the Government set out to ban off-grid oil boilers in 2026, a date met with fierce criticism from fellow Conservatives, especially George Eustice. In August, Eustice compared the impending switch to expensive heat pumps to the London ULEZ scheme, effectively forcing households to spend thousands on upgrading their heating system.

What does the delay mean for me?
Essentially this delay until 2035 buys heating oil households (and the Government) time to both reduce the cost of heat pump conversions and explore other sustainable options, such as renewable liquid fuel alternatives like HVO.

Former Environment Secretary George Eustice has written in the Telegraph (not a Telegraph subscriber? The Independent have covered the Telegraph front-page follow-up) calling for the government to drop its 2026 ban on new oil boilers in rural areas.

Eustice argues that the ban is unfair to rural communities, who often do not have access to mains gas and would be forced to switch to expensive heat pumps and compares it to the London ULEZ scheme. He also points out that renewable liquid fuels are a viable alternative to oil, and that they can be converted to run on waste cooking oil or vegetable waste.

Eustice's call has been echoed by a number of Conservative MPs, including Sir Geoffrey Cox, David Jones, and Greg Smith. These MPs argue that the ban is premature and will disproportionately affect rural communities. They also point out that heat pumps are not yet a viable option for many rural homes, and that the government needs to provide more support for renewable liquid fuels.

The government has defended its 2026 ban on new oil boilers, arguing that it is necessary to meet its net zero emissions target. However, the growing opposition to the ban suggests that the government may be forced to reconsider its position.

In a separate development, the UK heating oil industry has reported an unprecedented level of support from distributors for its campaign to overturn the ban. Over 50% of all UK distributors have sent multiple letters to MPs, and the campaign has been backed up by consumers, with over 1000 MP letters downloaded from the Future Ready Fuel website. UKIFDA, the UK and Ireland Fuel Distribution Association have released a statement, urging Government to support changes to the Energy Bill proposed my MP George Eustice.

The Future Ready Fuel campaign is calling for the government to:

Drop the ban on new oil boilers in rural areas
Provide more support for renewable liquid fuels
Make it easier for homeowners to switch to renewable heating
The campaign is gaining momentum, and it is likely that the government will face increasing pressure to reconsider its position on the ban on new oil boilers.

We need your help NOW to get HVO available
for heating!
The Energy Bill currently making its way through Parliament provides a crucial opportunity to get renewable liquid fuels like HVO available for heating at an affordable price.

We need to persuade the government to amend the Bill and extend the support scheme for fuels like HVO to heating as well as transport. The amendment needed is the same as the one proposed by the Cornish MP, George Eustice, in his recent 10 Minute Rule Bill.

The Energy Bill is currently in the House of Lords and will then be debated by MPs in May. This is now a critical time to make your voice heard. We need to send the government a powerful message that this amendment is something rural communities want.

The Minister responsible for the Energy Bill is Andrew Bowie MP. Let’s leave him in no doubt that he needs to make renewable liquid fuels an affordable choice for heating.

I live in an off-gas grid area and I am concerned about the fairness of government proposals that will effectively force those who rely on oil heating to install a heat pump from 2026, should their existing boiler fail. The high cost and difficulty of installing such a system makes it impractical and unaffordable for me.

I want a choice of how to decarbonise my heating and need options that are easy and affordable. I understand that renewable liquid fuels such as HVO offer a viable alternative solution, but that the price is currently higher than kerosene.

I therefore ask you to amend the Energy Bill to create a mechanism that would extend or mirror the existing Renewable Transport Fuel Obligation (RTFO) to home heating use. This would help to make HVO an attractive low carbon option for existing oil heating customers like me.

I would also ask that you take action to bring the fuel duty rate of HVO for heating in line with that of kerosene heating oil, which will reduce the cost still further.

What is the future of oil boilers?

The Future of Oil is HVO
Everyone seems to be talking about the future of heating. For the oil boiler industry HVO looks the most likely replacement fuel for kerosene, but what is it?

This is what you need to know:
HVO is Hydrotreated Vegetable Oil.
It is made from 100% renewable natural oils.
It reduces 90% of greenhouse emissions when it replaces traditional oil as a fuel.
It is already used in the UK for commercial and agricultural vehicles, boats, and generators.
HVO has one of the lowest carbon emission levels for off grid heating solutions:
HVO = 0.036kgCO2e/kWh
Biomass = 0.053CO2e/kWh
Electricity = 0.233CO2e/kWh

HVO we see it as the future for our industry. We are already endurance testing our boilers to future proof them ready for HVO. It’s vital for both sustainability and for British boiler manufacturers to develop oil-fired boilers that are HVO ready. As a nation we are already slightly behind the curve, but we can regain ground and even take the lead, but we need support from the government and swift action.

We small adjustments to existing systems, this really could be the most cost effective way of reducing our emissions.
